Jihad is obligatory against kuffar and against munafiqeen who today call themselves muslims but don't follow and don't judge by the Qur'aan and sunnah. these munafiqeen are either dictator or king or democratic leader but they don' t enforce shariah law. Jihad is an obligation againtst them as said in the Qur'aan " fight them until there is no fitnah and Deen becomes only for Allah"
